What it really costs to leave for Germany: the full budget in MAD and euros

There is no single budget for moving to Germany, there are three: what you pay here in MAD (German lessons, legalisation, translations, trips to Rabat), what you pay in euros for the file itself (visa 75 euros, procedures, recognition), and what waits for you on arrival before your first salary. No converted total.

Why there is no one budget, but three

Search for what moving to Germany costs and you land on pages listing euro amounts. They are not lying, they are simply missing half of your bill. A large part of your budget is paid here, in dirhams: at the Goethe-Institut, at a sworn translator, at the court of first instance, in the taxi down to Rabat.

An honest budget reads as three blocks that never fall due at the same time. Block one: what you pay in Morocco, in MAD, before the file is even filed. Block two: what you pay in euros for the file itself, from the visa to the recognition of your diploma. Block three: what you pay in Germany before your first salary arrives. It is the calendar that hurts, not only the amount.

You will find no single total here, neither in euros nor in dirhams. A converted total is stale the day it is written, and a round MAD figure quoted by a middleman is the first sign that he is itemising nothing. Every item below is given in its original currency; check the rate on the day you actually change your money.

Block one: German is the heaviest item on the Moroccan side

This is the expense almost everyone underestimates, because it does not look like an administrative fee. At the Goethe-Institut Morocco, in Casablanca as in Rabat, budget around 3,000 MAD for ONE course level. The exam is paid separately: the Goethe-Zertifikat B1 costs 2,500 MAD, the B2 2,800 MAD. A private tutor or a private institute charges different rates but issues no recognised certificate: the certificate comes from the exam, which is sat and paid for separately, including as an external candidate.

The trap sits in the word level. B1 is the legal minimum required for the Ausbildung visa: a true beginner goes through A1, A2 and then B1, so at least three blocks of lessons, often four once you count a repeat, plus the exam. Quoting 3,000 MAD as your language budget means quoting the price of one step for a whole staircase.

If you are aiming at a healthcare occupation, add a step: B2 is not a visa condition, it is a school and employer condition, and it is firm. Finally, budget everything that surrounds the lessons, is paid in MAD and appears on no official list: the trips to the exam centre, the nights away, the photos and the paperwork.

The apostille does nothing for Germany – the most common mistake

Morocco did join the Hague Convention, in force since 14 August 2016. But Germany objected to that accession: according to the list published by the Auswärtiges Amt, the convention does not apply between the two countries. A Moroccan apostille therefore has no effect towards Germany, even though it remains perfectly valid for France or Spain.

The valid route is classic consular legalisation, in stages. First the Moroccan step, which depends on the type of document: a civil status record goes through the court of first instance where it was issued; another public document, a court ruling or the criminal record extract, goes through the president of the court of first instance; a criminal record issued electronically on the DGSN form goes straight to the annex of the Ministry of Foreign Affairs, with no court stage at all. Then that annex (Rabat, Tangier, Nador, Agadir, Beni Mellal). Only then the German embassy in Rabat, which charges 36 euros per document since 1 July 2025, payable in dirhams at the rate of the day; the embassy publishes the approximate equivalent itself, so check it on its page on the day you file. Filing the documents to be legalised also goes through TLScontact, by appointment, with a service fee on top of the 36 euros: the embassy keeps only a small number of direct appointments.

Be careful not to overpay either. The embassy factsheet covers civil status records, other public documents and the criminal record extract; plain attestations such as celibacy or residence certificates are not legalised. The embassy does state itself, however, that German authorities as a rule require Moroccan documents in legalised form: so ask the receiving body – school, Kammer, ZAB, employer, immigration office – what it requires before you legalise, and do not assume it will not be asked for.

On translations, the embassy neither translates nor certifies content; it publishes a vetted list of translators and states itself that quality varies widely in Morocco. Two habits: order the translation AFTER the Moroccan pre-legalisation steps, otherwise the document has to be redone, and ask two or three translators from the list for a quote. In Rabat the embassy indicates that a German translation is regularly needed for the legalisation itself: count one sworn translation per document, in MAD, in block one.

Block two: what is paid in euros for the file

The national D visa costs 75 euros, and 37.50 euros for an applicant under 18. A detail that matters here: it is paid in cash, in dirhams, at the rate in force on the day of submission. Nobody can tell you the exact MAD amount in advance, and anyone who does is inventing it. Do not confuse it with the 90 euros of the short stay Schengen visa.

Submission goes compulsorily through the TLScontact centre in Rabat, by appointment. A service fee from the provider is added to the visa fee, and the centre sells paid options such as fast-track service, photos and photocopies, which are never compulsory. Check the service amount on the TLScontact page before your appointment: it is a provider tariff and it changes without notice.

If your employer launches the accelerated procedure under § 81a AufenthG, the fee is 411 euros. It is owed by the candidate, on your own account, since the text names the skilled worker as the debtor (§ 47 Abs. 1 Nr. 15 AufenthV); the company covers it only if it agrees in writing. It comes on top of the 75 euros visa fee, covers neither recognition nor translations, and opens an embassy appointment within an indicative three weeks.

On diplomas, searching anabin is free: it is a database, not a document you obtain. The Zeugnisbewertung issued by the ZAB costs 208 euros and concerns higher education only. For the study track, uni-assist charges 75 euros for the first application of a semester, then 30 euros per additional application in the same semester.

The blocked account is not an expense, and nobody tells you

The 11,904 euros per year in the blocked account are not a fee: it is your own money. It is frozen before the visa, then the bank pays it back in monthly instalments of 992 euros once you are in Germany, where it funds your rent and your food. The only money genuinely spent is the provider's account maintenance fee.

The 992 euros figure is a NET resources threshold, and that is exactly where Ausbildung candidates fall in. The legal minimum in the first year is 682 euros per month in 2025 and 724 euros in 2026, and it rises every year; the observed average sits around 1,133 euros GROSS. Since the employee share of social contributions – health, long-term care, pension and unemployment – comes to around 20 to 21% of the gross under the statutory rates in force, 1,133 euros gross does not clear 992 euros net.

In practice, an apprentice does not automatically escape the proof of resources. But in principle he only blocks the difference between his net pay and the required amount, over the number of months the embassy sets: the 11,904 euros per year are the amount that applies to students. The exact amount and the duration are set by the embassy when you file. The alternative to the blocked account is the Verpflichtungserklärung under § 68 AufenthG, filed in Germany by a guarantor living there: it costs 29 euros (§ 47 Abs. 1 Nr. 12 AufenthV), charged even if the guarantor's solvency is ultimately not accepted.

Two habits before opening an account. The student amount of 11,904 euros per year is indexed on the BAföG maximum rate and revised every year by the Auswärtiges Amt: check the figure for the current year. And read the provider's fees on its own page on the day you open the account, never in an article.

Block three: the first weeks on the ground, before the first salary

The rental deposit is the biggest shock. § 551 BGB caps it at three months of rent excluding charges, the Kaltmiete: heating and service charge advances do not count. You are entitled to pay it in three equal instalments, the first at the start of the tenancy, and the contract cannot take that right away from you. It comes back at the end of the lease, minus damage: money tied up, not money lost.

Health insurance depends on your status. In Ausbildung you pay nothing separately: the contribution is withheld from your salary and the employer pays half. As a student, budget around 112 euros of health contribution in 2026, plus about 36 euros of long-term care insurance if you are 23 or older with no children, so roughly 150 euros a month depending on the fund. That student rate only runs to age 30, or to the 14th semester; beyond that you need voluntary insurance, which is markedly more expensive, so check with the fund before you build your budget.

Two items you think are expensive and are not. The Anmeldung, the address registration, is free in most municipalities: it is compulsory within two weeks of moving in (§ 17 BMG), and being late can cost up to 1,000 euros in fines. Transport fits into the Deutschlandticket, 63 euros a month in 2026 at the standard rate; depending on the Land and the transport network there may be a reduced rate for students and apprentices, for example 43 euros in Bavaria and 37.80 euros in Berlin-Brandenburg, to be checked with your city's network.

The real risk is not an item, it is a delay: the German salary lands at the end of the month worked, and often only on the 15th of the following month depending on the contract. Between arrival, deposit, first rent and opening a bank account, you have to cover six to eight weeks from your own reserve. That reserve, not the price of the flight, decides whether the first months go well.

How to build your own total, and the costliest traps

Open three columns rather than one line. A MAD column for what is paid here, a euro column for the file before departure, a euro column for the first weeks. Date every line and note who collects the money: embassy, TLScontact, Goethe-Institut, translator, ZAB, landlord. You add it up on the day you pay, never before.

The traps below come up in almost every file that reaches us, and each one costs money, weeks or credibility in front of a German employer. None of them is bad luck: each comes from a true piece of information applied to the wrong country, or at the wrong moment in the process.

That last point is a simple test. Ask any middleman for one line per item, with the name of the body that collects it. Those who refuse are selling opacity, and no middleman can guarantee a visa, whatever the price displayed: the decision belongs to the German authorities alone.
