APS in Morocco: the procedure does not exist — and here is what actually applies to you

No, the APS does not exist for Morocco — and that is not an exemption

Let us start with the answer, because it settles the matter: the Akademische Prüfstelle, known as the APS, does not concern Moroccan applicants. There is no APS office in Morocco, no form to fill in, no appointment to book and no certificate to collect at the end. This is not a document missing from your file; it is a procedure that was never opened for your country, whatever your track — university, Ausbildung or skilled work. There is one reservation, and only one: what counts is the country where the qualification was obtained, not your nationality — if you studied in China, India or Vietnam, the APS of that country applies to you, even with a Moroccan passport.

The wording matters more than people think. Saying the APS is not compulsory for Morocco suggests it can be bought as an option, and that is exactly what pushes applicants to pay for nothing at all. The accurate sentence is simpler: the procedure does not exist for Morocco, nobody can issue it to you, and the question of how a Moroccan obtains an APS has no answer because it does not cover Moroccans in the first place.

The APS is a joint service run by the cultural section of a German embassy and the DAAD, built country by country — and Morocco has never been part of it. The official page of the Hochschulrektorenkonferenz lists China and Vietnam; India has its own separate body, created in New Delhi on 02.10.2022, whose certificate has been required for Indian student visas since 01.11.2022. The stable fact is a negative one: Morocco appears on none of those lists.

Where does the confusion come from? Three identifiable sources

The most likely reason is a shared acronym. In France, APS means autorisation provisoire de séjour, the temporary residence permit granted after graduation, a scheme Moroccan students know well — Campus France Maroc devotes a full page to it. The same three letters therefore cover two unrelated things depending on whether you are talking about France or Germany. On the German side, that office does not exist for Morocco at all.

The second source is the silence of official pages, which almost nobody reads. The Studium page of the German embassy in Rabat describes the national study visa for Morocco and never mentions the Akademische Prüfstelle; neither does the Nationale Visa page of the same embassy; neither does the Morocco country sheet on uni-assist. The official Moroccan route never talks about it, simply because it does not provide for it.

The third source is copied content. Guides written for China, Vietnam or India circulate in Arabic and French through Facebook groups, YouTube channels and even the answers of AI assistants, with nobody checking the country of origin. A Moroccan applicant then finds a procedure explained step by step, screenshots included — and only one thing is missing: it does not apply to him.

The anti-scam test: who is billing you for a procedure that does not exist

Here is a test you can use as it stands, without knowing anything about German law. If an intermediary offers you an APS file, an APS appointment for Germany or a Moroccan APS, he is selling a procedure that does not exist, because the APS does not concern Moroccans. Either he does not know the subject, or he is counting on your not knowing it. Either way, you have your answer before the price is even discussed.

Do not swing to the opposite extreme, though. Plenty of paid services are entirely real and useful: a sworn translation, assembling a legalisation file, guidance on applying through uni-assist, preparing a German application. What separates a serious provider from a scam is not charging money, it is charging for something that exists.

Two further signals are worth memorising. No intermediary anywhere can guarantee a visa, a contract or a university admission: those decisions belong to the German authorities and institutions, and a promise of results is itself a confession. And a cash payment with no receipt, no written contract and no itemised list of services leaves you with no leverage at all on the day the file stops moving.

What does exist (1): anabin, free of charge and first of all

The first thing to do is not a procedure but a check, and it costs nothing. anabin is the public database of the Kultusministerkonferenz, published by its central office for foreign education, the ZAB. You check two separate things there, and it is the second one that most applicants skip: on one side your institution, on the other your qualification itself. Both need to hold up.

For the institution, the status to look for is H+, meaning the university or school is recognised. H+/- means recognition is conditional — only some programmes, or only if extra criteria are met. Open the entry and check your specific programme, not just the institution. In principle a qualification is only capable of recognition if it comes from a state or state-recognised institution marked H+. Discovering this at the visa counter costs months; checking it at the start costs ten minutes.

Two precautions. anabin is a consultation, not an application: it issues no certificate, no number, nothing you can attach — saying you have done your anabin makes no sense. And the database describes itself as incomplete: a missing institution is not therefore rejected, it simply has to be assessed another way. anabin points you in a direction; it does not decide anything.

What does exist (2): the ZAB Zeugnisbewertung, when someone asks for it

When an authority, a university or an employer asks for a written assessment of a higher-education qualification, the document that actually exists is called a Zeugnisbewertung and is issued by the ZAB, the Zentralstelle für ausländisches Bildungswesen of the KMK. It is an assessment, not an automatic equivalence, and above all it is not a substitute for the Asian procedure: the APS does not concern Moroccans anyway.

Two practical points. First, it is not compulsory: you request it when somebody requires it, not as a precaution. Second, its fee is published on the official ZAB fee page, which also states a processing time of up to three months after payment is received, shorter for an EU Blue Card or for the accelerated skilled-worker procedure. Check the current amount there before transferring anything.

For an Ausbildung this is generally not what you will be asked for. The school and the employer look at your training contract, your translated school certificates and your German level: B1 is the legal minimum for the Ausbildung visa, whereas the B2 demanded in healthcare comes from schools and employers, not from visa law. A regulated profession, meanwhile, goes through a separate professional recognition procedure.

The real Moroccan bottleneck: legalisation, not the apostille

Here is the procedure that mentally occupies the place of the non-existent Asian office, and that genuinely exists: the legalisation of your Moroccan public documents. The Auswärtiges Amt states it plainly — Morocco did accede to the 1961 Hague Convention, but Germany raised an objection to that accession, so the apostille has no effect between the two countries and classic legalisation is still required.

This is not a Moroccan quirk: Germany raised the same objection against some fifteen other states, including Algeria, Tunisia, India, Senegal and Vietnam. Your apostille remains perfectly valid for other destinations; it is Germany specifically that does not accept it. Paying for an apostille in the belief that it settles the German question wastes both time and money.

The real chain has three stages, in this order and with one exception, and skipping a stage means starting again from scratch. Appointments are booked in advance, so build that into your planning, especially if you live far from Rabat.

A word of caution on scope. The embassy's official information sheet lists civil-status documents, court judgments and the criminal record certificate; it does not name diplomas, while noting that German authorities generally require Moroccan documents in legalised form. A document merely downloaded, without original signature and seal, can be neither certified nor legalised. So ask in writing, at the body demanding the paper, exactly what it expects.

  • Step 1: pre-legalisation at the court of first instance of the place where the document was issued, with the president of the court for documents other than civil-status records. Exception: a criminal record certificate issued on the electronic DGSN form skips this stage and goes straight to the branch of the Ministry of Foreign Affairs.
  • Step 2: pre-legalisation at a branch of the Moroccan Ministry of Foreign Affairs — Rabat, Tangier, Nador, Agadir, Beni Mellal.

The real route to the visa, depending on your track

For studies, the common gateway is uni-assist: it receives applications for many German universities and issues the VPD, the document certifying that your qualifications give access to a given programme. Expect 75 € for the first study course of a semester, then 30 € for each further study course in the same semester — the count starts again at 75 € the following semester. Check the current amount on uni-assist.de. Not every university goes through it, so verify institution by institution.

One point many discover too late: the Moroccan baccalauréat on its own is not a German higher-education entrance qualification. It is the baccalauréat combined with a passed Feststellungsprüfung that counts as the entrance qualification; the Studienkolleg is the usual way to prepare for it, including through the Studienkollegs now offered in Morocco. One successfully completed year at a Moroccan university marked H+ opens direct access instead, but restricted to the same field. The details depend on the field, the federal state and the institution, so check case by case.

For an Ausbildung there is no prior assessment of your qualification to obtain before you start: you look for a company, you sign a training contract, then you file your visa. The apprentice wage has a legal first-year floor of 682 € per month in 2025 and 724 € in 2026, rising with every training year, while the observed average is around 1,133 € gross per month. If the company launches the accelerated procedure under § 81a AufenthG, its 411 € are owed by the candidate, unless the employer takes them over in writing.

Filing is the same for everyone: the national D visa costs 75 €, and the Moroccan file must be submitted in Rabat through TLScontact, which books the appointment and receives the documents without ever deciding — the decision stays with the German embassy, and TLScontact's service fees come on top.
